Safety Measures Clarification

- Lifting equipment construction is grade four dangerous operations, belongs to the risk control object, in order to ensure safety in production, mainly to control the following aspects.
1. General requirements for safe operation
- The driver should check brakes, hook, wire rope and safety devices when to take over.
- When found the performance is not normal, that should be excluded before operation, it is not allowed to operate if the normal cannot be excluded.
- Before driving, must-ringing or alarm. When operation is near people, should give intermittent ring or alarm.
- Operation should be performed according to the command signal. For emergency stop signal, no matter who issued, it should be implemented immediately.
- When confirmation no one on or around the crane, it can be closed the main power supply. If the power disconnect device with lock or signs shall be removed before closing the main power supply.
- Before closing the main power supply, should make all controllers handle as to zero.
- Power outage in operation, all controllers handle should suddenly back to zero; before resuming work, should check whether the crane movements are normal;
- During maintenance, the driver should disconnect the main power and hang signs or lock it. If the fault is not eliminated, should notify the succession driver.
2. Safety requirements
(1) When one of the following situations occurs, the driver should not operate:
- Overloading or weight of the object is unclear. Such as lifting weights or unclear tension objects, and the oblique hanging etc.;
- Structure or component defects or injuries affecting work safety. Such as brakes, safety device failure, hook nut locking device is damaged, rope damage to be scrapped standard, etc.
- Bundling, hanging is not strong or imbalance may slide, did not add weight at the corners between the liner and the wire rope, etc.
- Someone or floating objects on the hanging object.
- Workplace is dark, unable to see the site, suspended matter and command signals, etc.
(2) The driver shall comply with the following requirements during operation:
- Do not use the limit position limiter to stop;
- Do not adjust lifting and luffing mechanism brake in the case of under load; 
- When lifting, do not hanging above people, people not allowed under the crane;
- Do not carry out inspection and maintenance work during crane operation;
- When the lifting object close to or reach the rated lifting capacity, should check brakes before lifting, and try hanging with a small height short trip, and then smoothly lifting;
- No fall limit position limiter crane, when hook at the lowest working position, the rope must remain on the roll turns according to safety design requirements.
- Mobile cranes, operating site should be flat down before work according to the specification requirement, securely and reliably lay legs;
- For non-reverse braking performance crane, except in special emergencies, not to use non-reverse braking to brake.
- With two or more cranes lifting the same object, the wire rope should be kept vertical; each crane lifting and traveling should keep pace; each crane to withstand load shall not exceed their rated lifting capacity.
- With main and auxiliary lifting mechanisms crane, main and auxiliary hook should not start at the same time. Exclude the special cranes which design allows simultaneous use.
(3) Crane general safety requirements
- Command signal should be clear, and conform to the regulations;
- When hanging, the angle between the hanging ropes should be less than 12 °, in order to avoid excessive force with hanging ropes;
- Edges and corners should be cushioned where rope and chain hit;
- When command the lifting objects flipping, should keep its center of gravity changes smoothly, should not produce action beyond the command intention;
- When entering under the suspended object, should first contact with the operator and set the supporting device;
- When people tied to hang, it needs one person responsible for the command.
3. Emergency rescue measures
- In the event of mechanical damage and injuries and other accidents in the process of lifting machinery operating, operation must stop immediately.
- If it is the mechanical damage accident, mechanical operator should immediately stop work, to keep the machinery remains in relatively safe state. Field commander should immediately evacuate construction workers of the dangerous zone. After the evacuation while not clear the cause of the mechanical accident, crane operators in ensuring their own safety before they can make a temporary mechanical safety inspection and security processing. If mechanical operators clear the cause of the accident when timely treatment should be promptly treated, if operators cannot solve the problem and need to evacuate, during evacuation should ensure the relative safety of the machinery, the commander should evacuate the construction workers in advance during evacuation to avoid other injuries. If the machinery cannot evacuate the site, should immediately set up warning area and security warning signs, and sent professionals to the security guard, prevent other personnel on-site and notify maintenance personnel for mechanical maintenance on site.
- In the event of personnel casualties, field operations should be stopped immediately, closed and guard the site, evacuate personnel. Field commanders should notify emergency rescue teams, emergency rescue immediately. If with serious injuries should be immediately sent to the nearby hospital.
